The immense physical strain and mental pressure of rebuilding the walls of Jerusalem eventually reach a breaking point. Amidst grueling manual labor and the constant threat of surrounding enemies, a deep sense of despair spreads among the builders. They reach a stage where they feel entirely incapable of completing the task. Nehemiah documents this frustration and the bitter complaints of the people of Judah as they confront their harsh reality [רש״י, מצודת דוד].

The primary grievance is a complete loss of physical strength. The workers are tasked with carrying heavy loads of stones, wood, and other building materials on their shoulders. Compounding their exhaustion is the sheer volume of dirt and debris surrounding the site. Some explain that there is still a massive amount of mortar and earth that needs to be carried and poured to finish the wall, making the remaining work feel impossibly vast and discouraging [רש״י, מצודת דוד]. Others suggest that the piles of rubble and waste on the ground are so overwhelming that until the weary workers clear them away, no actual building can move forward [מלבי״ם].

Ultimately, the workers conclude that they cannot go on. This inability to continue stems not only from physical burnout and the overwhelming workload, but also from a paralyzing fear. The builders live in constant dread of their enemies, who are plotting to launch a surprise attack, infiltrate the camp, and kill them as they work.
