Nehemiah faces a relentless campaign of pressure from his enemies, who absolutely refuse to back down. They repeatedly send messengers with the exact same request they made earlier, urging him to leave his location and meet with them [מצודת דוד].

Even though they send this identical invitation four consecutive times, Nehemiah remains firm in his refusal. Each time the messengers arrive, he gives them the exact same answer he provided initially. He makes it completely clear that he is busy with a massive project and simply does not have the time to stop his work to meet with them [ביאור שטיינזלץ, מצודת דוד].
