Faced with an invitation from his enemies, Nehemiah responds with a diplomatic yet firm refusal. He recognizes the supreme importance of his mission and makes it clear that his current responsibilities require his undivided attention, leaving no time for meetings.

To deliver his response, he sends messengers [ביאור שטיינזלץ] to inform them that he is engaged in a massive undertaking. The primary approach among commentators is that this refers to a highly important and strictly necessary business [מצודת דוד]. More specifically, this vital task is the physical reconstruction of the city and its earthworks [רש״י].

Nehemiah explains that he simply cannot make himself available. He raises a practical question, asking why the construction should come to a halt. The commentators agree that his concern is why the work should be left idle or be completely canceled. He notes that such a stoppage would occur the moment he abandons the project. This idea of letting go expresses a sense of looseness and departure, meaning that if he were forced to loosen his grip on the building efforts and leave the site [רש״י, ביאור שטיינזלץ, מצודת ציון], the progress would instantly cease.

The guiding logic behind Nehemiah's decision is straightforward. If he were to drop the project and go down to hold a meeting and converse with his opponents [רש״י], it would lead to the complete abandonment of the work. Because the rebuilding is so essential, he absolutely refuses to take any action that would cause this critical mission to stop [מצודת דוד].
