גַּ֣ם טוֹבֹתָ֗יו הָי֤וּ אֹמְרִים֙ לְפָנַ֔י וּדְבָרַ֕י הָי֥וּ מוֹצִיאִ֖ים ל֑וֹ אִגְּר֛וֹת שָׁלַ֥ח טוֹבִיָּ֖ה לְיָֽרְאֵֽנִי׃ {פ}

Nehemiah faced more than just physical threats from the outside; he was forced to navigate psychological warfare and betrayal from within his own ranks. Although he operated with royal authority, the local leadership viewed him as an outsider, breeding deep resentment and tension. The allies of his enemy, Tobiah, exploited their insider access to run a two-way information campaign designed to break Nehemiah's resolve and assist foreign adversaries [ביאור שטיינזלץ].

These individuals would sit directly in front of Nehemiah and constantly praise Tobiah [רש״י, ביאור שטיינזלץ]. By deliberately highlighting the enemy's virtues [מצודת דוד] and successes [רלב״ג], their clear goal was to provoke Nehemiah [מצודת דוד] and strike fear into him [רלב״ג]. At the same time, these insiders operated as spies. The primary approach among commentators is that they gathered gossip and leaked it back to Tobiah [ביאור שטיינזלץ]. They were particularly focused on reporting any words of contempt or disrespect that Nehemiah expressed against his rival [מצודת דוד, רלב״ג]. Armed with this steady stream of internal information, Tobiah regularly sent threatening letters to Nehemiah, hoping to frighten him enough to halt the rebuilding of Jerusalem's wall [רש״י, רלב״ג, מצודת דוד].

A different perspective offers a slight variation on how this intelligence was shared. Instead of leaking general insults, the spies reported a very specific complaint. When Nehemiah shared with his inner circle that Tobiah was sending letters to intimidate him, the informants immediately went back to Tobiah and told him exactly what Nehemiah had said [אבן עזרא].
