On the Day of Atonement, a specific set of public burnt offerings is brought on behalf of the entire nation. The components of these sacrifices are entirely identical to the additional offerings required on the Day of Blowing the Horn [שטיינזלץ].

These general public offerings must be clearly distinguished from the unique sacrifices involved in the High Priest's special service on the Day of Atonement, which are detailed elsewhere in the Torah. The young bull and ram required for this public sacrifice are not the personal animals brought by the High Priest. Furthermore, the ram included in this group is not the same one that the High Priest takes from the people for his specific duties. This distinction is evident because seven yearling sheep are also added to the group of animals required for this general public offering [אבן עזרא].
