Rather than surrounding themselves with self-serving courtiers, a worthy leader actively seeks out individuals of loyalty, honesty, and integrity to form their inner circle. This requires a deliberate effort. A leader constantly watches and searches for decent people, no matter where they are, bringing them near while distancing the wicked [רד״ק, מצודת דוד, ביאור שטיינזלץ].
The primary approach among commentators is that these trusted individuals are the righteous and the pious. However, this selection also carries deep political significance. Historically, kings often appointed ministers whose main job was to hoard wealth for the regime, ignoring the needs of the citizens. In contrast, a true leader chooses advisors whose loyalty is to the land itself, working for the good of the state and its inhabitants [מלבי״ם].
On a spiritual level, these trusted individuals are people of immense faith, or humble souls deeply attached to the Divine Presence [תורה תמימה, חומת אנך]. Because of their integrity, they are not afraid to offer honest correction to their peers for the sake of heaven. Through this, they draw down a thread of grace, merit a share in God, and bring peace and blessing to the world [תורה תמימה].
The function of these faithful individuals is to serve as close confidants, advisors, and ministers [מאירי, מלבי ם באור המילות]. Some view their role specifically as sitting alongside the leader on the seat of judgment [אבן עזרא]. While the initial focus is on senior advisors and ministers, the selection process extends to an even closer, more intimate circle: personal servants and household staff. For these daily roles, a leader chooses only good and righteous individuals who walk a flawless path. They are selected with such care that even those who merely stand before the leader during judgment, without actively serving, must possess perfect integrity [רד״ק, אבן עזרא, מלבי״ם].
