The constant, unbroken protection of God over His people is an eternal promise, unaffected by time or changing circumstances. To understand the depth of this care, the concept of rest is used as a metaphor for a lapse in Divine oversight. There are two distinct levels of this rest. The first is a light, momentary slumber brought on by sudden fatigue or weakness. The second is a deep, natural sleep [רד״ק, מלבי״ם, מאירי]. A human guard, no matter how dedicated, will eventually succumb to the physical need for sleep and require a replacement. God, however, is completely free from the nature of sleep [מלבי״ם]. This means He does not withdraw His watchful eye for even a fleeting moment, much less remove His protection entirely [מצודת דוד, מאירי].
The primary approach among commentators is that God watches over the entire nation at all times. Even during the long years of exile, He actively ensures that the people are not destroyed among the nations. Furthermore, this protection is most present during moments of complete helplessness, such as when the people themselves are asleep [רד״ק]. Alternatively, this guardianship can be viewed as a deeply personal and historical reference to the Patriarch Jacob, who was given the name Israel. God fulfilled His promise to protect Jacob wherever he traveled, shielding him even as he slept [אבן עזרא].
This Divine guardianship extends far beyond physical safety, reaching into a deep spiritual reality where negative and harmful forces operate. These destructive forces constantly seek to attach themselves to holiness. Because a person's primary holiness is concentrated on their right side, these negative elements gather there with multiplied power, forming a massive front to attack and cause harm. In response, the special protection God grants creates a protective shadow specifically over the right side. Shielded by this Divine cover, the harmful forces are entirely blocked from coming close; they fall away, completely unable to cause any damage [אלשיך].
