וְנִגַּ֨שׁ מֹשֶׁ֤ה לְבַדּוֹ֙ אֶל־יְהֹוָ֔ה וְהֵ֖ם לֹ֣א יִגָּ֑שׁוּ וְהָעָ֕ם לֹ֥א יַעֲל֖וּ עִמּֽוֹ׃

The revelation at Mount Sinai is accompanied by strict physical boundaries that reflect different degrees of holiness. These spatial divisions separate the nation into three distinct levels of proximity to God, highlighting a clear spiritual hierarchy.

At the very center of this hierarchy is Moses, whose unique leadership status allows him exclusive access to God. Even though God speaks directly to him, the instruction for him to step forward is phrased as if speaking about him to others. The primary approach among commentators is that this is simply a common style of Biblical language [אבן עזרא, הטור הארוך, אבי עזר]. Alternatively, because this command is given in the presence of Aaron and his companions, speaking about Moses to the group serves as a directive for the others to step back and allow him to continue his journey alone [רמב״ן, קאסוטו]. Moses' solitary approach brings him directly into the thick cloud where God's Presence rests [רש״י, מזרחי]. Because earlier instructions indicated that he and Aaron should ascend together, it is now necessary to explicitly exclude Aaron and clarify that Moses must proceed inward by himself [רמב״ן, הטור הארוך, ביאור יש״ר]. This solitary entry highlights the fundamental difference between his level of prophecy and that of Aaron and his sons [רקנאטי]. It demonstrates his elevated status as an intimate member of the household who is permitted into the innermost chambers, much like the High Priest who enters the Holy of Holies completely alone [קיצור בעל הטורים, שפתי כהן].

The second tier on the mountain is occupied by a select leadership group consisting of Aaron, Nadab, Abihu, and the seventy elders [אבן עזרא הקצר, ביאור שטיינזלץ]. While they are granted permission to ascend the mountain, their access is restricted. They are strictly forbidden from crossing the inner partitions and approaching the actual site of the divine revelation [שד״ל, מלבי״ם, קאסוטו].

The third and outermost tier is designated for the general public. In sharp contrast to the elders and priests, the people are absolutely prohibited from ascending the mountain in any capacity and must remain firmly at its base [שד״ל, מלבי״ם]. They are not permitted to travel upward with Moses, the central figure, nor are they allowed to join the entourage of leaders during the initial part of the ascent [אבן עזרא הקצר]. This directive acts as an official warning for the nation to maintain a respectful and proper distance, even though at this specific stage, a death penalty for breaching the boundary has not yet been established [העמק דבר, בכור שור].
