The collapse of a great empire sends shockwaves far beyond its own borders, striking deep fear into neighboring lands. The impending devastation of Egypt will be carried out by the invading army of the King of Babylon [מצודת דוד]. As this military force strikes, it will leave behind a massive multitude of casualties [רד״ק, ביאור שטיינזלץ].

The sheer scale of the slaughter will cause profound trembling and deep anxiety to grip the people of Cush [רש״י, מצודת ציון]. This intense fear stems from their close ties to Egypt. Cush is not only a neighboring sister-state [ביאור שטיינזלץ], but the two nations also share a common ancestry as descendants of Ham [רד״ק]. Witnessing the downfall of such a close ally, the people of Cush will fear for their own survival, terrified that the King of Babylon will continue his campaign of conquest and turn his forces against them next [רש״י, רד״ק, מצודת דוד].

The destruction of Egypt will be absolute. The invading enemies will capture the masses of the Egyptian population and carry them away into captivity, while the very foundations of the city walls will be completely dismantled and reduced to ruins [מצודת דוד, ביאור שטיינזלץ].
