God's profound reaction to the suffering of His people takes the form of a dramatic physical upheaval. An intense, burning anger arises from God's jealousy over the evils committed against Israel, and He speaks directly from this deep emotion [מלבי״ם, מצודת דוד]. Driven by this immense fury and wrath [מצודת ציון, ביאור שטיינזלץ], God issues a severe threat. He makes a firm oath guaranteeing that a massive shaking will strike the land [מצודת דוד, ביאור שטיינזלץ].

The exact nature of this great shaking is understood in a few different ways. The primary approach among commentators views it literally as a severe physical earthquake that will violently rock the ground [רד״ק, ביאור שטיינזלץ]. This event is compared to Zechariah's prophecy regarding the splitting of the Mount of Olives, as well as to the historical earthquake that took place during the reign of King Uzziah of Judah [רד״ק]. In contrast, another perspective suggests that the shaking will not come from the earth, but will instead be created by loud noises and intense thunder in the sky [רש״י].

From a broader perspective, whether the disruption originates from the ground or the heavens, this great upheaval is the direct result of God's wrath spreading over everything as He responds to the harm done to His nation [מלבי״ם].
