This reconnects the workforce data directly to the actual start of construction that immediately follows [רש״י, מצודת דוד]. This method of repeating details after a break to restore the flow of the story is a familiar pattern found in other biblical accounts [רש״י].

Among this massive crew, three thousand six hundred men are appointed as foremen to manage the laborers [ביאור שטיינזלץ]. Their official title implies a sense of overcoming and driving forward [מצודת ציון]. Their specific responsibility was to direct the people, press them to complete their tasks, and ensure that no one slacked off during the demanding construction process [מצודת דוד].
