דברי הימים ב, פרק כ׳, פסוק ד׳

A national gathering to seek help from God encompasses every part of the population, bringing together everyone from the central leadership down to the residents of the distant periphery. The initial assembly focuses primarily on the people living in Jerusalem and the heads of state stationed in the capital [מצודת דוד, ביאור שטיינזלץ].

However, the response is not limited to those living in the capital. People travel from all the surrounding towns to take part in this vital moment of prayer [רש״י, ביאור שטיינזלץ]. This widespread gathering extends even beyond the traditional borders of the region. It includes people arriving from cities originally belonging to the territory of Ephraim, which had come under the rule of the Judean kingdom during that time [מלבי״ם].
