Acknowledging God's presence in heaven emphasizes that neither the spiritual forces nor the guiding destinies of the surrounding nations can ever defeat Him. At the same time, recognizing His rule over earthly kingdoms makes it clear that no physical nation has the power to overcome Him [מלבי ם]. The very purpose of declaring His ultimate authority over foreign nations is to direct the request for help specifically to the One who actively governs them [רש י].
God possesses absolute and ultimate power [רש י]. Yet, His strength is not merely greater than that of others. Any power or might that exists anywhere in the world does not actually stand on its own. All earthly and heavenly strength is simply a continuous flow that stems directly from the source of God's own power [מלבי ם].
Because of this reality, the primary approach among commentators is that no created being can possibly stand up and oppose God [רש י, מצודת דוד, ביאור שטיינזלץ]. The deeper reason for this is that God does not even need to exert active force to defeat His enemies. Since every ounce of their strength originates from Him, the moment He simply stops providing them with power and might, they instantly fade into nothingness. Therefore, it is naturally impossible for anyone to stand against Him [מלבי ם].
