II Chronicles 20:15Sefaria

Facing a massive and overwhelming enemy army, the people are paralyzed by a deep sense of helplessness. A divine message arrives to offer strength and encouragement in this desperate moment. The prophetic command to banish fear and panic serves as a direct answer to the people's earlier confession that they lack the power to stand against such a vast multitude [רש"י].

These feelings of terror and brokenness [מצודת ציון, ביאור שטיינזלץ] can be understood through a subtle distinction between two emotional states. Fear is the basic worry that the enemy will cause harm. Panic, however, is a profound lowliness of spirit and a feeling of weakness, where individuals feel entirely shattered and believe they have absolutely no ability to strike back at their attackers [מלבי"ם].

The divine declaration that the battle belongs to God directly responds to the people's desperate claim that they simply do not know what to do. Because they have placed their full trust and focus entirely on God to save them, He will indeed step in to do so [רש"י]. The primary approach among commentators is that the people will not need to engage in physical combat at all, as God will fight on their behalf. On a deeper level, the battle belongs to God not merely because He will wage it, but because the true target of the enemy forces is not the people themselves. The enemy is actually fighting against God Himself, and therefore, it is He who will confront them in battle [מלבי"ם].
