II Chronicles 28:20Sefaria

וַיָּבֹ֣א עָלָ֔יו תִּלְּגַ֥ת פִּלְנְאֶ֖סֶר מֶ֣לֶךְ אַשּׁ֑וּר וַיָּ֥צַר ל֖וֹ וְלֹ֥א חֲזָקֽוֹ׃

Seeking rescue from a foreign power can easily turn into a devastating trap, where the anticipated savior quickly becomes a hostile oppressor. King Ahaz of Judah actively initiated contact with the powerful King of Assyria, Tiglath-pileser [מצודת ציון, שטיינזלץ]. Desperate for military assistance, Ahaz sent messengers to the Assyrian empire, humbling himself by declaring that he was both a servant and a son to the foreign ruler [רש"י, רלב"ג].

However, this plea for salvation ended in bitter disappointment. When the King of Assyria finally arrived, he brought severe pressure and distress rather than relief [מצודת ציון, שטיינזלץ]. Although the Assyrian army did fight against Ahaz’s enemies, successfully destroying the rival powers of Damascus and Samaria, this intervention could not be considered true help. Ultimately, the foreign king's presence only resulted in further harm and trouble for Judah [מצודת דוד, רד"ק].

The crushing pressure manifested most clearly in the financial ruin of the kingdom. Ahaz had already emptied his treasuries just to send the initial bribe to Assyria. Upon the king's arrival, Ahaz was forced to strip the wealth of the kingdom even further, damaging the Temple and the royal palace just to satisfy the Assyrian ruler's endless demands [רש"י, מלבי"ם].

In the end, the alliance provided no real security. The primary approach among commentators is that the King of Assyria offered no actual support to Ahaz, completely abandoning him when new enemies invaded his land [רד"ק, מלבי"ם, שטיינזלץ]. Another perspective suggests that despite forging a costly alliance and paying a massive tribute, Ahaz himself gained no resilience or strategic advantage. Instead of securing his kingdom, he remained trapped in a position of crippling weakness [רד"ק].
