II Chronicles 28:21Sefaria

In moments of deep distress, leaders often attempt to purchase their salvation, only to discover that wealth cannot guarantee true security. King Ahaz finds himself in exactly this position, desperately seeking military intervention through financial means. To secure an alliance, he gathers the hidden treasures from the Temple of God, the royal palace, and the estates of his officials, offering a portion of this vast wealth as a bribe to the king of Assyria. Yet, despite the heavy price he pays, the strategy completely fails to bring him any tangible benefit.

This lack of success raises an interesting historical question, as records from the Book of Kings indicate that the king of Assyria actually did respond to Ahaz's plea by marching on Damascus and defeating it. If the Assyrian army attacked Ahaz's enemies, how could the bribe be considered useless?

Commentators resolve this by explaining the true nature of the Assyrian intervention through two complementary perspectives. First, the military action did not provide any direct assistance to Ahaz himself. The king of Assyria made no effort to strengthen Ahaz's political position or to help him recover the cities that had recently been captured by the Philistines [רש״י]. Second, while the Assyrian empire would eventually destroy the rival kingdom of Israel, that downfall would not occur until much later. Ultimately, the king of Assyria's military campaigns were driven entirely by his own personal and imperial calculations, rather than being a loyal response to the gifts he received from Ahaz [ביאור שטיינזלץ].
