Managing a kingdom's agricultural resources required highly organized supervision over the people working the fields and cultivating the land. The practical labor involved in this effort is understood in different ways. Some define this work specifically as the physical plowing of the soil [רש״י]. Others view it much more broadly, encompassing the entire agricultural cycle from the initial plowing to the sowing of seeds and the final harvest [מצודת דוד].

To ensure this operation ran smoothly, Ezri son of Chelub was placed in charge of managing the work on the ground. His authority went beyond simply giving orders to the field workers. He was deeply involved in the logistics of the operation, making sure that the laborers were fully equipped with the cattle and all the necessary plowing tools required to complete their tasks [רש״י].
