During the reign of King David, the national and military service operated under a highly disciplined system. Established early in his rule, this structure divided the people into monthly shifts, mirroring the organized rotations of the priests and Levites [ביאור שטיינזלץ, רש״י]. The nation was split into twelve distinct groups, with each division serving the king for exactly one month out of the year. This created a continuous, year-round cycle of service, where one group assumed its duties at the beginning of the month and was relieved by the next at the month's end [מצודת דוד].

Throughout their assigned month, the men of the active division were fully mobilized, prepared for war, and tasked with carrying out all royal duties [רש״י]. Beyond their military roles, these groups were likely responsible for supplying food and provisions for the king and his household using collected taxes, a practice King Solomon would later adopt [רש״י, רלב״ג]. To manage this massive undertaking, a clear chain of command was established to handle all ongoing operations [ביאור שטיינזלץ]. Family heads oversaw the general population, supported by commanders in charge of thousands and hundreds. Working alongside them were dedicated officers whose job was to enforce the commanders' orders, keep the men motivated, and ensure that all the king's work was completed on schedule [מצודת דוד].

Each monthly division consisted of twenty-four thousand men, a number that included not only the primary warriors but also their commanders, attendants, and support staff [רלב״ג]. Although the total population of the Israelites was vast, David was highly selective in his draft. He specifically chose capable, wealthy individuals who could afford to leave their private businesses for a month without facing financial ruin. By doing so, he intentionally exempted the poor, who relied on their daily labor to survive and support their families [רש״י].

The detailed accounting of these royal servants also resolves a numerical discrepancy found elsewhere in the biblical records. While the Book of Samuel lists the population of Israel at eight hundred thousand men, the Book of Chronicles records it as one million one hundred thousand. The difference of exactly three hundred thousand men is accounted for by these very groups serving the king. The twelve divisions of twenty-four thousand men total two hundred and eighty-eight thousand. When combined with the twelve thousand national leaders, they make up the missing three hundred thousand men who were excluded from the count in Samuel but included in this record [מלבי״ם].
