כֹּה־אָמַ֞ר יְהֹוָ֤ה צְבָאוֹת֙ אֱלֹהֵ֣י יִשְׂרָאֵ֔ל הִנְנִ֨י מֵבִ֜י אֶל־הָעִ֤יר הַזֹּאת֙ וְעַל־כׇּל־עָרֶ֔יהָ אֵ֚ת כׇּל־הָ֣רָעָ֔ה אֲשֶׁ֥ר דִּבַּ֖רְתִּי עָלֶ֑יהָ כִּ֤י הִקְשׁוּ֙ אֶת־עׇרְפָּ֔ם לְבִלְתִּ֖י שְׁמ֥וֹעַ אֶת־דְּבָרָֽי׃

A tragic point of no return has been reached in the relationship between the people and God. A final, absolute decree of destruction now hangs over Jerusalem and its surrounding areas, brought on by the stubborn refusal of the inhabitants to change their ways.

The pronouncement emphasizes both God's immense power and His enduring connection to His people. He acts as the Lord of Hosts, the master of both heavenly and earthly armies, signaling that He is now raising an earthly army to wage war against the people [רד״ק]. Yet, He is still called the God of Israel. Despite the rampant sins and idolatry, He remains their God because not everyone in the nation has sinned, and there remains a hope that some of the wrongdoers will eventually repent [רד״ק].

By combining the spoken warning with a symbolic physical act, God declares that the promised disaster is definitively set in motion. In previous warnings, a door was always left open for the people to repent and change their fate. Now, however, the decision is completely sealed and can no longer be undone [מלבי״ם].

The impending ruin will not be contained to Jerusalem alone. It will sweep through all the nearby cities of Judah that depend on Jerusalem as their central mother city [רד״ק, מצודת דוד, ביאור שטיינזלץ]. This total devastation is the direct result of the people refusing to listen to God's voice [ביאור שטיינזלץ]. They are described as having stiffened their necks, a vivid metaphor illustrating how they hardened themselves so thoroughly that they became entirely incapable of turning their faces back toward God to hear His words [מצודת דוד].
