כִּ֤י מִקְּטַנָּם֙ וְעַד־גְּדוֹלָ֔ם כֻּלּ֖וֹ בּוֹצֵ֣עַ בָּ֑צַע וּמִנָּבִיא֙ וְעַד־כֹּהֵ֔ן כֻּלּ֖וֹ עֹ֥שֶׂה שָּֽׁקֶר׃

A society collapses when moral corruption spreads through every level of the nation, from the simplest citizen to the highest spiritual authority. This widespread decay leaves the community without any justification to exist and without any hope for repair. Because there are no honest leaders left to offer moral guidance or provide any merit to save the people, the coming punishment will fall upon everyone, just as the sin includes everyone [רד״ק, מלבי״ם]. The severity of this warning is so profound that it is repeated almost exactly later in the prophetic record [מנחת שי].

The breakdown begins with severe economic and social crimes. The primary approach among commentators is that society is plagued by widespread financial abuse. People from all walks of life are aggressively stealing the wealth of others, confiscating money by force, and acting as outright extortionists.

The crisis reaches its lowest point in the spiritual realm. Corruption has infected the very individuals entrusted with honor, prestige, and the sacred duties of prophecy, the Torah, and the Temple [ביאור שטיינזלץ]. There are different perspectives regarding the exact identity of these corrupt leaders. Some explain that they are false prophets, such as those who worship idols like Baal, along with priests who serve at forbidden altars [מצודת דוד, רד״ק]. Others suggest a more tragic reality, noting that these are the actual priests from the tribe of Levi, the original servants of God, who have become completely corrupt [רד״ק]. Additionally, the role of the prophet in this context can also refer to the scribe. While their original purpose was to warn and guide the nation, they too have been swept up in the overwhelming tide of falsehood [רד״ק].
