The delegation sent to investigate a suspected rebellion discovers that the intentions of the tribes living across the Jordan River were entirely pure. The altar, which was initially seen as a symbol of separation and isolation from the rest of the nation, was actually built simply as a memorial. Its true purpose was to remind future generations of the close connection between the tribes across the river and the Temple [ביאור שטיינזלץ].

With this discovery, Phinehas and the community leaders fully accept the explanation. They return to the Israelites with the good news, and the entire nation blesses God for protecting them from the devastation of a civil war [רלב״ג].
