The conquest of the land was intended to establish the Israelites as the sovereign power, with the native Canaanites either driven away or remaining as a minority under their authority. However, the situation in the territory of Asher reveals a complete reversal of this expected outcome.

Instead of the Canaanites living among the Israelites, the tribe of Asher ended up settling among the Canaanites. In this specific region, the Canaanite population held the numerical majority and maintained a much stronger, dominant position [מלבי״ם, ביאור שטיינזלץ]. Rather than taking control, the people of Asher found themselves living as foreigners in a territory where the Canaanites remained the undisputed lords and rulers [מצודת דוד].

This inverted reality was the direct result of a critical early failure. When the tribe of Asher first entered their territory, they actually possessed the power to drive out the native inhabitants. Yet, they chose not to act. Because they neglected to remove the Canaanites at the very beginning of their campaign, the local population was given the opportunity to rise up, gather strength, and ultimately assert full control over the region [מצודת דוד].
