וְהֵבִ֛יא הַכֹּהֵ֥ן הַמָּשִׁ֖יחַ מִדַּ֣ם הַפָּ֑ר אֶל־אֹ֖הֶל מוֹעֵֽד׃

A public sin committed by the entire nation creates a deep spiritual flaw. Repairing this damage requires an internal, highly representative form of atonement at the highest possible level. When an offering is brought for an unintentional sin of the public, bringing the blood into the inner sanctuary is a task assigned exclusively to the anointed High Priest. This stands in contrast to regular offerings, where any ordinary priest is permitted to place the blood on the outer altar [ביאור שטיינזלץ]. The unique nature of the High Priest's service begins the very moment he enters the sanctuary [העמק דבר].

There is a direct connection between the offering brought for the community and the personal offering of the High Priest. The process for both is completely identical, even if the account of the public offering is somewhat shortened [פירושי רד צ הופמן]. The High Priest must be personally involved in achieving atonement for the public because he himself is considered a partner in the general sin of the community [פירושי רד צ הופמן].

Beyond his practical share in the sin, there is a fundamental parallel between the High Priest and the High Court, which represents the public. Both stand as the spiritual peaks of the nation. The High Priest physically embodies the ideal of practical Torah observance, while the High Court represents the ultimate intellect and understanding of the Torah given to the people. When an unintentional sin occurs at these highest levels, it exposes a gap between the reality of the nation and the perfect ideal of the Torah. Because of this, both situations require the same internal service of sprinkling blood in front of the symbols of spiritual perfection inside the Tent of Meeting. This focused action serves to reawaken the desire for the national ideal and repair the spiritual lack that was created [רש ר הירש].
