רְצ֣וֹן מְ֭לָכִים שִׂפְתֵי־צֶ֑דֶק וְדֹבֵ֖ר יְשָׁרִ֣ים יֶאֱהָֽב׃

A stable and prosperous kingdom relies entirely on a foundation of truth, justice, and honesty. This reality serves as both a practical warning and a moral call to action, urging people to behave with total integrity so they do not foolishly trigger a ruler's anger [עמנואל הרומי, אמרי דעת]. A ruler naturally prefers subjects whose words reflect pure justice and honesty [מצודת דוד]. The very survival and stability of a royal administration depend on a properly functioning, fair legal system [ביאור שטיינזלץ]. Beyond the courtroom, this demand for truth touches every practical aspect of governing. A leader relies heavily on perfectly accurate testimonies and the faithful reporting of historical and scientific facts. Such reliable knowledge is vital for the pursuit of wisdom and for managing matters that extend far beyond any single person's lifetime [רלב״ג].

There is a clear progression in how a leader responds to different levels of honesty. Basic justice represents the strict letter of the law, which a ruler certainly desires and demands from his subjects. However, true uprightness represents a much higher standard, encompassing pure thoughts and actions that go above and beyond strict legal requirements. When someone speaks from this elevated place of uprightness, the ruler feels a much deeper emotional connection and actually loves them [מלבי״ם].

This distinction also highlights a person's inner character. Two individuals might both speak factual truth, fulfilling the ruler's basic requirements. Yet, one might only be speaking correctly on the surface, while the other is completely genuine, possessing pure intentions and an upright heart. The ruler will naturally harbor a special love for the person whose heart is truly sincere. Since a human leader cannot read minds or see into a person's soul to know who is truly authentic, this deep affection is actually guided from above. God, who directs all reality, influences the human ruler to love those who are genuinely upright in their hearts [אלשיך]. Ultimately, the profound love directed toward an honest person can be understood as coming either from the earthly ruler or directly from God Himself [עמנואל הרומי].
