אֱֽלֹהִ֗ים מִשָּׁמַיִם֮ הִשְׁקִ֢יף עַֽל־בְּנֵי־אָ֫דָ֥ם לִ֭רְאוֹת הֲיֵ֣שׁ מַשְׂכִּ֑יל דֹּ֝רֵ֗שׁ אֶת־אֱלֹהִֽים׃

God observes humanity from high above, casting a gaze that goes far beyond a superficial glance. He looks down to penetrate the deepest parts of the human heart and carefully examine people's actions. This divine observation focuses on the true internal intent behind every deed [מצודת ציון], watching exactly how people behave [מצודת דוד]. The masses of humanity are viewed in a way that highlights their inherent foolishness and ordinary nature [מאירי].

The purpose of this heavenly search is to see if there is even one wise and understanding person left. God looks for an individual who recognizes the broken reality and protests against the surrounding corruption [מצודת דוד]. This wise person might also be someone who dedicates themselves to studying the Torah and giving charity, actions that have the power to overturn harsh decrees and cure illness [חומת אנך]. Such an individual actively seeks God, meaning they constantly investigate and strive to recognize that His guiding hand is present in every aspect of life [מצודת דוד].

Throughout history, this divine examination has revealed the sharp contrast between outward appearances and internal truth. God's gaze pierces the mysteries of the heart to see if a person's devotion is genuine. For example, when foreign leaders like Nebuchadnezzar showed outward respect toward God, the heavenly observation exposed that their words were entirely empty. Despite their polite displays, they remained completely wicked on the inside [מלבי״ם]. Alternatively, this look from above can act as a gaze of strict judgment designed to bring temporary hardship upon the people in order to wake them up. During the crisis triggered by Haman's decree, this heavenly judgment was meant to stir a wise person to understand the root cause of the danger and seek God to repair the situation. That person was Mordecai, whose sincere prayers and active seeking ultimately brought salvation [אלשיך].

Ultimately, the overall picture that emerges when God looks down upon humanity is a deeply sad one [ביאור שטיינזלץ]. It stands as a clear testament to how incredibly rare it is to find someone who truly and sincerely seeks Him.
