I Kings 11:28Sefaria

וְהָאִ֥ישׁ יָרׇבְעָ֖ם גִּבּ֣וֹר חָ֑יִל וַיַּ֨רְא שְׁלֹמֹ֜ה אֶת־הַנַּ֗עַר כִּֽי־עֹשֵׂ֤ה מְלָאכָה֙ ה֔וּא וַיַּפְקֵ֣ד אֹת֔וֹ לְכׇל־סֵ֖בֶל בֵּ֥ית יוֹסֵֽף׃ {ס}

The ascent to power of a future leader often begins through personal merit and the careful observation of a reigning monarch. Long before any thoughts of rebellion took root [רש"י, מצודת דוד, אברבנאל], a young man named Jeroboam distinguished himself as a highly capable and successful individual [ביאור שטיינזלץ]. He was a man of action. The primary approach among commentators is that he was a fast, agile, and remarkably efficient worker [רש"י, מצודת דוד, רלב"ג, אברבנאל]. King Solomon first noticed him while he was physically laboring alongside other men on the royal building projects. Recognizing the young man's immense potential, the king decided to nurture his talents [מלבי"ם, ביאור שטיינזלץ].

Deeply impressed by his work ethic, Solomon promoted Jeroboam to a senior management and treasury position [מצודת ציון]. At the time, a national tax had been levied on all the tribes to fund the ongoing construction of Jerusalem. Jeroboam was given authority over the heavy burdens of taxes, debts, and forced labor specifically for the tribes of Manasseh and Ephraim [מצודת ציון, ביאור שטיינזלץ, רש"י, רלב"ג, אברבנאל]. Because Jeroboam himself belonged to the tribe of Ephraim, Solomon strategically tasked him with collecting these taxes and overseeing the labor of his own kinsmen [רש"י, מלבי"ם].

This royal appointment was a major turning point. It granted Jeroboam his first taste of honorable status as a high-ranking official [מלבי"ם, ביאור שטיינזלץ]. More importantly, his new administrative duties required him to travel outside of Jerusalem. It was on one of these very journeys that he would cross paths with the prophet Ahijah the Shilonite, who would deliver the fateful message that the kingdom was destined to be torn apart [רלב"ג].
