A prophetic warning carries within it a deep sense of divine hope. When God sends messages of harsh rebuke, the ultimate goal is not to punish, but for the words to penetrate the hearts of the people and inspire genuine change. There is a direct, unbreakable link between human behavior and divine judgment.

The primary approach among commentators is that God waits with anticipation for the people to accept the difficult message and make a firm decision to turn away from their improper paths. If the people take this step, God promises a corresponding shift. He will reverse His previous plans and hold back the disaster He intended to bring upon them.

This divine change of mind is entirely logical when looking at why the harsh decree was made in the first place. The impending disaster is strictly a reaction to the evil of the people's actions. Because the relationship between their behavior and the planned punishment is one of simple cause and effect, the solution is straightforward. The moment the people abandon their negative ways, the root cause of the punishment is removed. With the cause gone, the effect is immediately canceled, and God willingly sets aside the planned destruction.
