The moral decay of the people reaches a breaking point where their behavior can no longer be defended. At this stage, Divine punishment becomes an unavoidable reality [ביאור שטיינזלץ]. God makes it clear that He actively oversees these events and fully intends to hold the sinners accountable [מצודת דוד, ביאור שטיינזלץ].

This impending Divine judgment operates on two distinct levels. The first level addresses the surface reality of the sins, ensuring that the people face consequences for the actual wrongs they have committed. A second, deeper layer of justice targets the root of the problem. This deeper retribution is directed not merely at the physical actions, but at the deeply flawed character traits and corrupt inner nature that motivated the people to commit such wrongs from the very beginning [מלבי״ם].
