וָֽאָב֗וֹא אֶֽל־פַּֽחֲווֹת֙ עֵ֣בֶר הַנָּהָ֔ר וָאֶתְּנָ֣ה לָהֶ֔ם אֵ֖ת אִגְּר֣וֹת הַמֶּ֑לֶךְ וַיִּשְׁלַ֤ח עִמִּי֙ הַמֶּ֔לֶךְ שָׂ֥רֵי חַ֖יִל וּפָרָשִֽׁים׃ {פ}

Nehemiah's journey into the region beyond the river is marked by official royal backing and a significant show of power. Arriving with the king's letters in hand, he presents these documents to the local rulers to guarantee that they will provide him with a safe, peaceful passage and the necessary escort along the way [רש״י].

Alongside the official paperwork, Nehemiah is accompanied by an impressive military presence of army captains and horsemen. Commentators generally agree that this armed guard serves a dual purpose. Practically, it protects Nehemiah from the physical dangers of the long road. At the same time, it serves as a mark of deep respect, honoring his high and esteemed position within the royal court.

The exact timing and method of how this military force joined him involves different perspectives. One approach explains that the king's army guarded him right from the start of his journey, ensuring he safely reached the regional governors. From that point forward, he relied on the royal letters to secure his continued passage through their specific territories [מלבי״ם]. Another viewpoint offers two possibilities for the origin of this guard. The king might have dispatched the soldiers alongside Nehemiah from the very moment he set out. Alternatively, the local governors themselves may have supplied the military escort upon receiving the king's orders, meaning the action is ultimately credited to the king even though the local leaders provided the actual troops [מצודת דוד].
