Nehemiah's return to Jerusalem involves a sharp difference between a highly visible arrival and his quiet first steps in the city. His entrance makes a strong impression on the local residents, as he arrives accompanied by a military guard of horsemen and soldiers [ביאור שטיינזלץ].

Despite this very public appearance, his initial actions are defined by waiting and secrecy. For three full days, he chooses to act like a simple visitor, carefully hiding his true purpose from those around him [ביאור שטיינזלץ].

Only after this waiting period ends does he begin his work. Moving in the middle of the night with just a small group of men, he keeps his actions completely hidden. He makes sure not to reveal to anyone the mission and the specific plan that God had placed in His heart [רש״י].
