God's infinite greatness does not distance Him from the world; rather, it makes His deep involvement in the smallest details of creation all the more profound. His immense loftiness does not contradict His oversight of the lower reality, but perfectly complements it. Because God is so exalted, He must look far down from His heights to watch over what happens in the world, as even the heavens themselves are considered as nothing compared to His absolute greatness [מצודת דוד, ביאור שטיינזלץ]. This divine providence encompasses all parts of creation, meaning He cares for the creatures of the earth just as much as He nurtures the beings of heaven [ביאור שטיינזלץ].

Another perspective divides these divine actions, suggesting that God elevates Himself to dwell in the heavens, but lowers Himself to look upon the earth [רד״ק]. This distinction between dwelling and looking points to a fundamental difference between God and angels. When angels descend into the physical realm, they are forced to change and take on a physical form to interact with the lower world. God, however, never changes. All of creation is completely subject to Him and cannot limit Him in any way. For this reason, the act of dwelling is attributed to His exalted place above, while His oversight of the lower world is described simply as looking. The physical world, and even the spiritual realm of angels, cannot contain Him; rather, He is the one who sustains and carries them all [אלשיך].
