Trusting in God provides a foundation of security that human power simply cannot match. Seeking refuge in Him offers the most stable support imaginable, far surpassing any reliance on the highest levels of human society. This concept echoes preceding thoughts to firmly emphasize the point [המאירי]. While there is a general consensus that this idea addresses society's elite, there are two distinct ways to understand the nature of this upper class.

The primary approach among commentators is that this refers to the political and economic elite. This group includes government ministers, the wealthy, and the most highly respected and capable individuals in society [אבן עזרא, מצודת דוד, המאירי, ביאור שטיינזלץ]. Even with all their resources and worldly influence, relying on them is entirely inadequate compared to the certainty of trusting God. Conversely, a different perspective views this elite not in terms of wealth or power, but as a spiritual and moral upper class, specifically those who perform acts of charity and righteousness. According to this view, a person should not depend even on the spiritual merit of these good people to stand in their favor. Instead, one must seek refuge entirely and exclusively in God [אלשיך].
