וְכׇל־קַרְנֵ֣י רְשָׁעִ֣ים אֲגַדֵּ֑עַ תְּ֝רוֹמַ֗מְנָה קַֽרְנ֥וֹת צַדִּֽיק׃ {פ}

The culmination of human history is marked by a dramatic and complete reversal of global power dynamics. Forces of evil, which often appear invincible and rule with a high hand, are destined for absolute destruction. This collapse clears the path for justice and honesty to take root and flourish. The strength, greatness, and authority of the wicked will be entirely chopped down and severed [ביאור שטיינזלץ, מצודת דוד, מצודת ציון]. In stark contrast, the righteous will experience the exact opposite fate [אבן עזרא], rising naturally and effortlessly to a state of prominence [מאירי].

The primary approach among commentators is that this global shift describes the end of the exile and the future redemption. This unfolds in a specific sequence: first, the scattered exiles are gathered together; next, a strict judgment is carried out, completely destroying the sinners; and only then do the righteous rise to their full strength [תורה תמימה]. This destruction targets the historical enemies of Israel, such as Amalek [רש״י], or the nations that will wage the final apocalyptic wars [רד״ק]. Ultimately, the goal is the complete shattering of all foreign empires, leaving no ruling power in the world other than the kingdom of God [מאירי, אלשיך].

God Himself declares that He will sever the strength of the wicked [ביאור שטיינזלץ, אבן עזרא]. However, in practical terms, God grants this power to Israel, allowing them to personally strike down their enemies [רש״י, רד״ק, מצודת דוד]. There is a direct, inverse relationship between the fall of the corrupt and the rise of the just. The intense pressure and suffering inflicted by the wicked during the exile actually serve to purify the righteous, directly leading to their elevation. Conversely, the sudden rise of the righteous may be the very catalyst that breaks the wicked, causing them to surrender out of sheer jealousy [אלשיך].

Beyond the national and historical scope, this struggle also takes place on a personal and spiritual level. In this sense, a person's power is their very life. The wicked actively destroy their own lives by chasing empty pursuits and sins. Meanwhile, the righteous, who dedicate themselves to Torah and commandments, constantly improve and elevate their existence [חומת אנך]. Furthermore, the natural human inclination toward honesty will eventually lead humanity to recognize God's greatness. Driven by this inner moral compass, people will naturally distance themselves from wrongdoing and actively work to dismantle the power of the wicked while elevating the righteous [מלבי״ם].
