Creation rejoices simply because God has arrived to judge the earth [מצודת דוד].
His presence indicates that this judgment will not be fueled by anger or wrath, but will instead be guided by mercy [אלשיך]. When God evaluates the world, He will act with complete honesty, dealing with each person in a manner appropriate to their individual actions [מצודת דוד, ביאור שטיינזלץ]. This ensures a fair outcome, securing good for the righteous and bad for the wicked [רד״ק]. Alongside this, the process of justice is also understood as an expression of divine grace.
