The rebuilding of the Temple hung in a delicate balance, vulnerable to the sudden interference of local authorities who had the power to halt the work immediately. The regional governor easily could have frozen all construction until he received clear orders from the central government. Instead, a special divine providence shielded the builders, granting them the time and freedom needed to continue their sacred task. God's watchful care guided and protected the Jewish elders, an intervention specifically intended to elevate the builders and ensure the success of their work [רש"י]. It reflects a constant, positive oversight from God, acting as a protective gaze over the entire project [רס"ג, מצודת דוד].

Because of this divine protection, the local officials did not force the builders to stop [מלבי"ם, ביאור שטיינזלץ]. The Jewish elders were able to reason with these rulers, requesting that the construction continue uninterrupted until the matter was brought before King Darius and his official opinion could be heard [רש"י, אבן עזרא, מלבי"ם].

Once the king reached a decision, an official response was expected, though there are different perspectives on how this communication would unfold. Some suggest that the local governor and his officials would be the ones to provide the Jews with a copy of the king's reply [מלבי"ם]. Others maintain that King Darius and his advisors would directly send back clear instructions detailing exactly how to proceed [מצודת דוד]. Alternatively, it is proposed that the Jews themselves would present an official letter to the local authorities, based on the final ruling they received from Darius [רש"י].
