וּכְחַכֵּ֨י אִ֜ישׁ גְּדוּדִ֗ים חֶ֚בֶר כֹּהֲנִ֔ים דֶּ֖רֶךְ יְרַצְּחוּ־שֶׁ֑כְמָה כִּ֥י זִמָּ֖ה עָשֽׂוּ׃

The spiritual and moral leadership of the nation, meant to serve as a guiding light, has instead descended to the lowest possible level. Rather than protecting the vulnerable, public leaders and religious figures unite into organized crime gangs, using their power and status to exploit and harm others with calculated cruelty.

The primary approach among commentators is that these leaders act like bands of robbers, patiently waiting in ambush to assault passing travelers. A different perspective compares their tactics to fishermen. Just as fishermen stand along the riverbanks casting their hooks to pull in their catch, these leaders hunt and trap human beings [רש״י, רד״ק]. Another interpretation suggests the description points to the very act of joining together, as individuals stitch themselves into a unified group for an evil purpose [רש״י]. This large, organized group [מצודת ציון] is identified as an alliance of priests from the high places and false prophets [אבן עזרא, רד״ק]. However, this title might not be limited to religious figures; it can also refer broadly to government ministers and high-ranking officials [רד״ק].

When carrying out their crimes, these corrupt priests and robbers act in complete unison, moving together with one mind and full agreement. They form gangs along the roads to violently extort priestly gifts or rob innocent travelers, ruthlessly murdering anyone who dares to resist [רש״י, אבן עזרא, מצודת דוד, רד״ק]. Conversely, a different approach understands their destination literally as the city of Shechem. According to this view, the priests travel to Shechem to commit murder, creating a deeply ironic illusion. Bystanders who see them assume they are acting out of zealotry for God, marching to punish true prophets for immorality, much like the biblical story of Shimon and Levi in Shechem. In reality, the situation is entirely reversed, as the priests themselves are the ones committing the atrocities [מלבי״ם, ביאור שטיינזלץ].

Their actions culminate in behavior that is fundamentally vile and disgusting [מצודת ציון, רד״ק]. Some explain that the violence described is not necessarily physical murder, but rather deep corruption and spiritual abominations that ultimately lead to the destruction of souls [מצודת דוד]. Others emphasize that their wickedness lies in the malicious premeditation itself. The true outrage is the cold, calculated plot they weave together before ever stepping out to begin their campaign of robbery and ruin [רש״י, רד״ק, ביאור שטיינזלץ].
