וְיוֹאָ֥ב בֶּן־צְרוּיָ֖ה עַל־הַצָּבָ֑א וִיהוֹשָׁפָ֥ט בֶּן־אֲחִיל֖וּד מַזְכִּֽיר׃

King David’s administration required a careful balance between external defense and internal governance. To maintain this stability, the kingdom's leadership was divided into distinct military and civil sectors, with clear responsibilities assigned to senior officials.

Joab the son of Zeruiah served as the supreme commander of the armed forces [מצודת דוד, ביאור שטיינזלץ]. Because the nation went to war frequently during this era, the head of the military held a position closest to the king [ביאור שטיינזלץ]. This appointment was especially necessary because David had stepped back from active combat, choosing to entrust the management of all military campaigns entirely to Joab. Highlighting this military leadership immediately after noting David’s dedication to law and charity serves a specific purpose. It prevents the mistaken assumption that the Israelites had ceased fighting their enemies while their king was occupied with domestic legal matters [רש״י].

On the civil side, Jehoshaphat the son of Ahilud functioned as the official recorder. Reporting directly to the king, he was responsible for managing government affairs [ביאור שטיינזלץ] and maintaining the royal book of records [מצודת דוד]. Because David was deeply involved in administering justice, the recorder played a vital role in organizing court procedures. He kept track of the exact order in which legal disputes were brought before the king, ensuring that justice was carried out fairly and in the proper sequence [רש״י].
