On the day of the public fast, a special meeting brings together all the leading officials of Judah. Micaiah makes his way down to the royal palace to reach this gathering.

He walks directly into the scribe's chamber, where he finds the entire group of officials seated together. Among the gathered leaders are Elishama the scribe, Delaiah son of Shemaiah, Elnathan son of Achbor, and Zedekiah son of Hananiah. Also present in the room is Gemariah son of Shaphan, who is Micaiah's own father [ביאור שטיינזלץ].
