The Jews living in the Jerusalem area are trapped in a harsh reality of extreme poverty and economic hardship [ביאור שטיינזלץ]. Beyond their financial struggles, they endure constant looting, plunder, and humiliation at the hands of neighboring nations [רש״י, מצודת דוד].

After describing the struggles of the people, the report shifts to the physical state of Jerusalem itself. The city lies broken and ruined [מצודת ציון, ביאור שטיינזלץ], with its gates completely burned by fire [רב סעדיה גאון, מצודת ציון]. Regarding the history of this destruction, the primary approach among commentators is that the walls and gates had remained in this ruined, charred state ever since the fall of the First Temple.
