During the era of Nehemiah, the general public stepped forward to financially support the holy site. Although the main structure of the Temple was already standing at that time, there was a continuous need for funds to handle ongoing maintenance, necessary repairs, and future building additions [מצודת דוד]. To manage these needs, all the donated silver and gold were gathered into a central work treasury.

This massive effort was not left solely to the wealthy leaders. The rest of the nation, ordinary citizens who were not counted among the heads of the major families, also stepped up to give their share [ביאור שטיינזלץ].

The public's collective contribution was broken down into three distinct parts. First, they gave twenty thousand gold coins. Second, they provided two thousand units of silver, measured by a standard weight known as a maneh, which is equivalent to a litra [מצודת ציון]. Finally, moving beyond financial support, the people also donated sixty-seven specific garments designed for the priests to wear during their daily service [ביאור שטיינזלץ].
