וְהָעִ֞יר רַחֲבַ֤ת יָדַ֙יִם֙ וּגְדֹלָ֔ה וְהָעָ֥ם מְעַ֖ט בְּתוֹכָ֑הּ וְאֵ֥ין בָּתִּ֖ים בְּנוּיִֽם׃

The physical state of Jerusalem stands as a stark contrast between its glorious past and its poor present. The newly rebuilt wall enclosed the original, expansive borders of the city from its ancient days of greatness [ביאור שטיינזלץ]. As a result, the city contained a massive amount of empty space [רש"י]. Because the population was so small within such a large area, the few residents lived at a great distance from one another [מצודת דוד].

Compounding this emptiness was a severe lack of housing. Commentators offer different views on this situation. It is possible that the returning exiles had only managed to rebuild a small fraction of the homes [ביאור שטיינזלץ], or that there were simply not enough livable structures to support a large influx of new citizens [רלב"ג]. Another perspective suggests that the houses that did exist were weak and poorly constructed, failing to offer adequate protection from enemy attacks, which in turn required a highly organized guard system [מצודת דוד].

This grim picture of a desolate capital sets the stage for Nehemiah's upcoming actions [מלבי"ם]. To secure and establish Jerusalem, he needed to bring in new settlers. However, he knew that people would naturally hesitate to move voluntarily into an empty city lacking proper homes. Recognizing this reluctance, Nehemiah understood that a lottery system would be required to choose who would relocate to the capital [מלבי"ם].

Before this resettlement plan could be put into action, a highly accurate census was needed. Checking the family lineage of the returnees allowed Nehemiah to organize the new settlement properly and collect necessary funds based on the size of each family [רלב"ג, מלבי"ם]. The genealogical and financial records that follow this effort differ from earlier historical lists. This discrepancy exists because the original records were created during the very first wave of returnees. Over time, the population shifted as some individuals returned to Babylon while new immigrants arrived to take their place. Furthermore, the records of donations from the leaders and the public vary from previous accounts because the current list focuses on specific details, such as the priestly garments, while leaving out other information [רלב"ג].
