They are described as a generation of wicked individuals who wander everywhere looking to cause harm and act as informers [רש״י, רד״ק, אבן עזרא]. On a Midrashic level, King David was praying for the pure children of his time who possessed a deep understanding of the Torah. His prayer was that God would keep the Torah safe in their hearts and shield them from the corrupting influence of their society. He hoped to ensure they would not copy the evil actions of their peers and become informers themselves [רש״י].
