A sudden prophetic voice calls out directly to the nations of the world, issuing an absolute demand to halt their actions and recognize God's supreme authority [אבן עזרא, רד״ק, ביאור שטיינזלץ]. This warning comes just moments before God shatters their weapons of war [אבן עזרא]. The primary approach among commentators is that this is a strict order for the nations to drop their weapons, abandon their reliance on brute force [ביאור שטיינזלץ, מצודת דוד], and specifically cease their attacks on Jerusalem [רש״י]. On a broader level, it requires them to loosen their grip and let go of their evil ways entirely [רד״ק, מצודת ציון].

The nations must understand that the power to raise up or bring down lies exclusively in God's hands. The entire earth belongs to Him, and He has the absolute right to give it to whomever He chooses [רד״ק, מצודת דוד]. This declaration carries a severe warning, notifying the nations that God will soon bring them to justice [רש״י].

In contrast to addressing the nations, another perspective views this message as an internal lesson for the people of Israel regarding how God governs the world. This approach teaches that there is no true separation between God's attribute of mercy and His attribute of strict judgment. Because God is completely elevated, His abundant mercy must flow through the channel of judgment in order to operate within the physical, murky reality of this world, much like water flowing through a pipe [אלשיך].

This supreme elevation will become a tangible reality through the justice and vengeance He executes upon the nations [רש״י]. Through these very acts of judgment, God will finally be recognized and exalted by the same nations that had previously refused to acknowledge Him [רד״ק].
