A shift between prophetic visions occurs as the prophet is guided to uncover another layer of the people's wrongdoings. The guiding angel steps forward in a way that signals a change in the prophecy. Some explain that the angel had temporarily vanished after the previous vision before reappearing to present this new sight [רד״ק]. This brief disappearance carries a deep symbolic message, hinting that during the exile, prophecy will eventually depart from the people entirely [מצודת דוד]. Others view the angel's movement as a physical or spiritual shift. He may be stepping out from a group of other angels [אבן עזרא], or moving to a different spiritual level to introduce a new category of wrongdoing. Unlike the previous vision, which dealt with false oaths that carry boundless consequences, this new sight addresses sins that are judged by a precise measure and weight [מלבי״ם].

The angel then instructs the prophet to lift his eyes and observe the new phenomenon appearing before him [מצודת ציון, ביאור שטיינזלץ]. As for where this new entity is emerging from, there are several perspectives. It may be descending from heaven [מצודת דוד], or perhaps emerging directly from the Holy of Holies and the House of God [רש״י, רד״ק]. Another approach suggests that the emergence represents a departure from the Land of Israel, serving as a subtle reference to the exiled Jews [רד״ק].

The core purpose of this vision is to deliver a message to the Jews who chose to remain in Babylon, avoiding the journey back to the Land of Israel to rebuild the Temple and fulfill the commandments of God. This sight also represents a shift in focus. While the previous vision addressed clear, public offenses such as theft, this current revelation targets hidden matters, exposing the quiet sins that remain concealed deep within the human heart [אבן עזרא].
