Human society often presents an upside-down reality where poor character is rewarded and true virtue is pushed aside. This distortion can feel like a deep flaw in the way the world is governed. The primary approach among commentators is that this reflects a clear social injustice where people lacking intelligence or moral substance are raised to positions of high power and authority [מצודת ציון, אבן עזרא, רלב״ג, ביאור שטיינזלץ]. They are treated as great and important officials [מצודת ציון, אבן עזרא]. In stark contrast, those who are truly wealthy—not in financial terms, but in wisdom, knowledge, and spirit—are forced down to the lowest, most degraded rungs of the social ladder [מצודת דוד, אבן עזרא, רלב״ג, ביאור שטיינזלץ, תעלומות חכמה]. To an observer, this looks like a terrible mistake made by the ruler [מצודת דוד]. The sight of a foolish person celebrating while a wise person is humiliated is so shocking that it can lead people to completely deny God's providence [תעלומות חכמה].

Shifting away from a general social observation, another approach views this as a specific historical prophecy about the destruction of the Temple. In this context, the foolish people raised to the heights represent wicked nations, such as the Babylonians. God granted them immense power, raising them up until they invaded the holiest and most exalted place in Jerusalem—the Chamber of Hewn Stone, the seat of the Sanhedrin where Jewish law was decided [רש״י, תורה תמימה, צאינה וראינה]. According to this interpretation, the wealthy individuals represent the Israelites and their righteous leaders. Stripped of their former greatness, power, and honor, the members of the high court were forced to sit humiliated on the ground, completely silent before the ruins of the Temple [רש״י, תורה תמימה, צאינה וראינה].
