In a moment of severe crisis, King Hezekiah offers a prayer that blends God's intimate care for Israel with His absolute, universal rule over all creation. Facing a desperate situation, the king turns to God with the deep recognition that He possesses the unlimited power to alter the course of history.

Hezekiah directs his plea to God as the One who dwells above the Cherubim, referring to His divine presence that miraculously rests within the Holy of Holies, directly above the cover of the Ark of the Covenant [מצודת דוד, רלב״ג]. By highlighting this specific, sacred location, the king makes a powerful point: Sennacherib is not just attacking a city, but is effectively laying siege to God's own dwelling place [ביאור שטיינזלץ]. This forms the core of Hezekiah's argument. He questions how God could possibly surrender Jerusalem to the enemy and allow the sacred Cherubim to fall into the hands of an oppressor [מצודת דוד].

He alone holds the exclusive authority to bring down kings or raise them to power [רלב״ג]. The foundation for this absolute authority is God's role as the Creator of the heavens and the earth. Consequently, God can dictate the fate of empires, entirely overriding the natural order or any heavenly influence [רלב״ג].
