כִּ֣י בְדִבְרֵ֤י דָוִיד֙ הָאַ֣חֲרוֹנִ֔ים הֵ֖מָּה מִסְפַּ֣ר בְּנֵֽי־לֵוִ֑י מִבֶּ֛ן עֶשְׂרִ֥ים שָׁנָ֖ה וּלְמָֽעְלָה׃

As King David approaches the end of his life, he makes crucial adjustments to prepare for the construction of the permanent Temple. A significant part of these preparations involves changing the age at which the Levites begin their service. Earlier records indicate that the Levites were counted and drafted into service starting at the age of thirty, matching the original laws given in the Torah. However, the starting age is later lowered to twenty. The primary approach among commentators is that David's final instructions resolve this apparent contradiction. Initially, David planned to count the Levites from age thirty, but through his final actions and commands, he changed his mind and ordered them to be counted at a younger age.

The decision to lower the age requirement stems directly from a change in the nature of the Levites' duties. During the years of wandering in the wilderness, the Levites were tasked with carrying the heavy parts of the Tabernacle on their shoulders. This exhausting physical labor required the fully developed strength of a thirty-year-old man. With the upcoming transition to a permanent Temple, the need to transport heavy loads is completely eliminated [רד״ק, ביאור שטיינזלץ]. Because the physical demands are lighter, younger men starting at age twenty can easily be integrated into the daily work.

Beyond the physical changes in the workload, David has a strategic goal in mind. He wants to establish the Levites in their specific shifts and prepare all the operational needs of the Temple well in advance. By organizing the workforce early, David ensures that when his son Solomon takes the throne, he will inherit a fully functioning, organized, and ready system of Temple servants [רש״י].
