Isaiah 30:23Sefaria

Following a dark period of siege, starvation, and the constant threat of the Assyrian army, a profound promise of comfort emerges A new era of immense agricultural and economic abundance is set to replace the hardship. God will provide rain with absolute precision. Rather than a general downpour, He will ensure that every individual plot of land and every specific type of seed receives the exact amount of moisture it needs, right when it needs it most [מלבי״ם, שד״ל]. As a result of this perfect timing and measure, the earth's produce will be fully protected from agricultural disasters like blight, mildew, and locust swarms

The harvest will be exceptionally rich. The crops will be bursting with a deep, essential moisture from their very roots, allowing them to grow remarkably plump and broad [

This sweeping blessing naturally extends to the livestock. The primary approach among commentators is that the animals will graze freely in wide, open valleys. This paints a stark contrast to the trauma of the recent war, when terrified shepherds were forced to hide their flocks indoors, crammed into narrow spaces to protect them from the enemy. In this time of peace, the flocks will roam the vast outdoors without fear [מלבי״ם, שד״ל]. Alternatively, some explain that the blessing focuses on the animals themselves—the grazing will be so superb that every single sheep will grow wide, meaty, and healthy

This dual blessing of crops and livestock holds a hidden miracle. In the natural world, top-tier agriculture and vast grazing lands usually contradict one another. Thin, weak soil that cannot support farming is typically left as pasture for animals, while rich, fertile soil is dedicated entirely to growing crops, leaving little room for livestock. The true wonder of this promise is the simultaneous perfection of both: the land will yield satisfying, high-quality food for humanity, while also providing endless, premium pasture for the flocks [חומת אנך].
