חִרְדוּ֙ שַֽׁאֲנַנּ֔וֹת רְגָ֖זָה בֹּטְח֑וֹת פְּשֹׁ֣טָֽה וְעֹ֔רָה וַחֲג֖וֹרָה עַל־חֲלָצָֽיִם׃

A dramatic warning sounds against a complacent society and its leadership, signaling an approaching disaster. This impending ruin will bring heavy mourning and force the people into a destitute exile [ביאור שטיינזלץ]. To amplify the terror of this approaching distress, the call to tremble and shudder is repeated, reinforcing the atmosphere of doom and lamentation [מצודת דוד, אברבנאל].

The exact target of this warning is a matter of interpretation. Some understand the alarm as being directed literally toward women [אבן עזרא], while others view it as a broader address to the general population living securely in the cities [רד״ק]. Viewed through a historical lens, the warning is aimed specifically at the tribe of Judah. They are urged to shake off their false sense of security and tremble at the disaster currently striking the neighboring tribe of Ephraim, as that same devastation could easily spread and engulf them as well [מלבי״ם].

The impending exile is characterized by extreme vulnerability and humiliation. The victims will be forcibly stripped of their clothing, leaving their flesh exposed [מצודת ציון, אבן עזרא]. This stripping is a gradual, degrading process. The enemy will first remove their outer garments and then take away their inner tunics, leaving them with absolutely nothing [מלבי״ם].

Reduced to total helplessness and stripped bare, the exiles are told to gird their waists [מצודת ציון, ביאור שטיינזלץ]. The primary approach among commentators is that, having been left entirely naked, the captives will be forced to tie a simple belt directly against their bare skin just to cover themselves [רש״י, מצודת דוד, שד״ל, אברבנאל, מלבי״ם]. Alternatively, this act of tying the waist is understood as putting on sackcloth, serving as a physical expression of deep mourning over the destruction of their home [רד״ק, ביאור שטיינזלץ].
