וְשָׁכַ֥ן בַּמִּדְבָּ֖ר מִשְׁפָּ֑ט וּצְדָקָ֖ה בַּכַּרְמֶ֥ל תֵּשֵֽׁב׃

A vision of deep social and spiritual healing unfolds, painting a future where both barren wastelands and lush landscapes transform into thriving centers of morality and devotion to God. The primary approach among commentators is that the contrasting landscapes in this vision are symbolic rather than strictly geographical. The imagery of barren isolation represents Jerusalem in its darker days—a city that once felt empty and dry, overrun by injustice, violence, and corrupt rulers who oppressed the public without anyone to save them. In this future vision, the affairs of the nation are healed, and fairness finally returns to guide the people [רש״י, מצודת דוד, שד״ל, אברבנאל]. The contrasting imagery of lush, fruitful fields symbolizes the entire Land of Israel, or Jerusalem and its surrounding areas, blooming into a state of perfect abundance [רש״י, מצודת דוד, מלבי״ם]. Taking a different path, some understand the transformation literally, suggesting that true fairness will spread so far that it will reach even the most remote, physical deserts [ביאור שטיינזלץ].

The core of this transformation involves the active creation of a fair society. This includes genuinely caring for the poor and setting aside agricultural gifts from the newly fertile lands [מצודת דוד, אברבנאל]. Alternatively, this establishment of order is seen as God stepping in to hold accountable those who previously abandoned Him [אבן עזרא].

An interesting distinction is drawn between the different types of moral actions and how they take root in society. Fair dealings between people—such as maintaining honest property lines in the newly blooming agricultural fields—are described with a sense of temporary residence. Meanwhile, the spiritual duties between people and God, centered in Jerusalem, are linked to a state of permanent settling.
